Despite REV Group's announcement to cease ElDorado National California operations by the end of 2024 due to supply chain and market challenges, Academy Express places a fresh order for 15 AXESS clean diesel buses, underscoring sustained demand for ENC’s versatile transit solutions.
ElDorado National California Inc. (ENC), a subsidiary of Rivaz Inc., recently received a follow-up order for 15 additional 40-foot AXESS clean diesel buses from Academy Express LLC. This latest order, coming after an initial purchase of 10 AXESS buses, represents an expansion of Academy's fleet and underscores the enduring partnership between the two companies. The AXESS platform is well-regarded for its robustness, safety features, and operational flexibility, making it suitable for diverse transit applications—including urban, regional, and rural contexts.
ENC’s AXESS buses feature a sturdy 304-grade stainless steel body, engineered to resist corrosion and endure heavy-duty service. These qualities support the platform’s compliance with Buy America standards and successful Altoona testing, critical factors in qualifying for federal and state transit funding. Offering a variety of propulsion options—such as clean diesel, compressed natural gas (CNG), diesel-electric hybrid, and battery-electric models—the platform provides transit agencies with adaptable, environmentally friendly solutions. Additionally, the buses are ADA-compliant and can be configured with various floor plans and accessibility features to meet diverse rider needs.
Academy Bus, headquartered in Hoboken, New Jersey, manages a fleet exceeding 1,000 vehicles across more than 20 locations stretching from Boston to Miami. The company offers a mix of charter, commuter, intercity, university shuttle, and contractual transportation services. Its partnership with ENC began in 2015, with ENC serving as a key partner in supporting its long-term fleet strategy based on performance, reliability, and trusted supply relationships. The 15 buses from this recent order are scheduled for production at ENC’s 227,000-square-foot facility in Riverside, California—a plant certified under ISO 9001 standards. This facility, after a temporary production halt in late 2024, resumed full operations early in 2025 and handles all phases of bus manufacturing internally, emphasizing ENC’s vertically integrated approach.
However, it’s important to note that REV Group, which had owned ENC, announced plans to cease operations of the ENC business by the end of 2024. This decision was driven by ongoing supply chain challenges and a highly competitive market environment. Delays in critical component deliveries and financial instability among key suppliers such as Proterra have made it difficult for ENC to maintain profitability. As part of its strategic restructuring, REV Group sold its school bus division—originally associated with ENC—to Forest River Bus. While the shutdown of ENC has been announced, it has not yet been completed, and current production continues in the lead-up to the planned closure date. This closure reflects broader pressures facing transit vehicle manufacturing, including persistent supply disruptions and market shifts.
Despite these challenges, ENC remains positioned to support public transit agencies seeking federal funding. The Federal Transit Administration’s FY2025 Low or No Emission Vehicle Program (Low-No) and the Grants for Buses and Bus Facilities provide up to $1.5 billion to help agencies replace aging fleets, improve reliability, and modernize infrastructure. ENC’s AXESS platform, with its Buy America compliance and flexible propulsion options, continues to be a competitive choice for agencies aiming to deploy modern, reliable transit buses.
In summary, while Academy Express’s recent order highlights the continued attractiveness of ENC’s durable and versatile bus platform, the overall landscape for ENC as a manufacturing entity is shifting due to external supply and market pressures. The planned closure by REV Group signals significant changes ahead, but the current production and ongoing orders demonstrate that ENC’s products still play a vital role in the transit industry as the company prepares for its eventual transition.
